To show subscription plans to users you have to create them. Just go to Plans page after login to your Admin account and fill up the Add Plan form as shown below. If you don't enter any limit then it will be unlimited resource for that plan. It is not possible to change the Name, Pricing, Currency and Frequency of Plan in PayPal after you create it so make sure you choose it wisely.
After you create the Plans, you can change their limits any time by clicking on the Plan name from Plans table as highlighted below. If there is a subscribed user to this plan then changes in plan limits will take effect for them on next cycle.
PayPal doesn't allow you to remove the Plan completely but you can disable it. Disabled plan won't be shown to users. Currently subscribed users of disabled plan will stay subscribed but new users won't be able to subscribe to this plan.
